Notice to Landfill UsersEffective March 20, 2017, the landfill will not accept combustible waste or bulky items. 

Take these items to a convenience center or transfer station listed on this page. The landfill will only accept small quantities of inert materials (e.g. dirt, rock, sand, gravel, concrete) or dead animals.

The City and County of Honolulu provides nine public refuse drop-off locations: six convenience centers and three transfer stations around the island for residents to dispose of their household rubbish. Residents may use any of these locations free of charge.

Convenience centers are reserved for residential waste only. Commercial or business refuse (from tree trimmers, roofers, plumbers, small stores, farmers, etc.) is strictly prohibited.  Businesses with an account with the City and residents can utilize the City’s transfer stations.

General Rules and Procedures

Most residential waste from home will be accepted; however, certain items are restricted or prohibited. Please check to confirm acceptability of items at your drop-off location.

Delivery Vehicles: Limited to sedans, pickup trucks, mini-vans or other non-commercial automobiles. Trailers are prohibited. Business-owned vehicles with commercial plates are permitted, provided they are limited to the above types and are delivering residential waste only.

Rental Vehicles: Rental pickup trucks are allowed at all drop-off locations provided the rental agreement is in the householder's name.

All other Vehicles delivering residential waste require prior approval by contacting the City at 768-3200 or disposal@opala.org.

When using a Convenience Center or Transfer Station, please follow these rules:

Plan your delivery.
Separate your combustibles, non-combustibles and green waste. Upon your arrival, the  attendant will inspect your load and instruct you to deposit your materials in the appropriate refuse bins/storage areas.

Obey the attendant’s instructions.
The success of the City’s recycling program depends on everyone’s cooperation. Depositing rubbish in the wrong bins will contaminate recyclables and could affect your convenience center or transfer station privileges in the future.

Make room for others.
Cut or breakdown long, large items, such as tree branches, empty boxes, lumber and pipes, so that they compact easily in a refuse container or trailer. See below for size requirements. 

Think safety at all times.
Drive slowly, listen to directions by the attendant and obey all traffic control signs and pavement markings. While unloading your vehicle, be careful of your footing. Children and pets must remain inside of vehicles at all times.

Set a good example for others.
Clean up after you’re done. Picking up rubbish around your vehicle will help to keep the convenience center and transfer stations clean.

Be patient.
If a convenience center is closed, consider using another convenience center, transfer station or simply return later. Heavy usage or mechanical breakdowns can cause temporary, unscheduled closures.

Preparing Your Refuse for Disposal and Recycling

The City requests the public’s help when preparing their refuse for disposal. Materials should be separated by type so they can readily be unloaded in the appropriate bins/areas:

  • Burnable refuse goes into the "Combustible" bin, which is sent on to the City's waste-to-energy plant, H-POWER.

  • Yard waste is dumped into the "Green Waste" bin or area, which is loaded and delivered to a mulching and composting site.

  • Large appliances, tires, auto batteries and other special waste items are set off to the side for separate collection and delivery to recycling facilities.

Upon arrival, please follow the attendant's instructions.

Acceptable Refuse for "Combustible" bin:
Plastic bags of trash (unless filled with noncombustible refuse)
Drywall  (maximum 5 sheets per day)
Glass
Lumber/Plywood/Pallets (maximum 4’x4’ or 4' length)
Metal (maximum 4'x4' or 4' lengths) **Large Metal not accepted at Keehi
Mattresses, furniture, small appliances (toaster, microwave)
Paper, cardboard, cloth, plastic
Roofing material (wood shingles, asphalt paper, tile)
Rugs, carpeting (rolled up and fastened)

Acceptable Material for the "Green Waste" bin or area:
Grass, leaves, branches (cut branches to 4' or less)
Hedge and tree trimmings
Stumps, logs (9" diameter maximum)
Banana cuttings, coconuts, palm fronds

Separate Storage Areas are provided at each site for the following recyclable materials. Please note restrictions of amount and types below:
Freon appliances (refrigerators, air conditioners)
Non-Freon appliances (washers, dryers, water heaters, stoves)
Tires (limited to passenger or light truck tires; no heavy truck or equipment tires; with or without rims)
Auto batteries
Propane and Helium tanks (empty or full)
Fire Extinguishers (empty or full)

Restricted Items:
Large appliances (2 per month)
Tires (4 per month; limited to passenger or light truck tires; no heavy truck or equipment tires)
Auto batteries (2 per month; no oversize or specialty batteries)
Drywall (5 sheets per day)
Fire Extinguishers (no commercial sizes, types or amounts)
Plywood (5 sheets per day)
Propane and Helium tanks (2 per month; 5 gallon size limit)

Prohibited Materials:
Business/commercial or agricultural refuse
Dirt, rock, sand, concrete, asphalt (Residents take to City landfill, Businesses take to PVT landfill)
Oils, greases or unabsorbed petroleum products
Wet kitchen garbage
Animal carcasses and waste products (take to City landfill, See dead animal procedures)
Large automobile parts
Explosives and weapons
Hazardous or toxic waste
Wet paints, solvents
Poisons, pesticides, herbicides (Household Hazardous Waste Dropoff)
Medical waste
Commercial grade compressed gas cylinders (oxygen, acetylene, etc.)

The Wahiawa Convenience Center does not accept green waste. Deliver Green Waste directly to the recycler, Hawaiian Earth Recycling at 65-1101 Wilikina Drive, about 3/4 of a mile north of the Wahiawa Convenience Center. Hours: Mon-Sat 7am-4:40pm, Sun 8am-12pm.

Green Waste not accepted for recycling. To recycle green waste, deliver directly to Hawaiian Earth Recycling at 65-1101 Wilikina Drive, between Wahiawa and Waialua. Residents are still able to deliver green waste to Kawailoa Transfer Station, but it will be mixed with regular refuse and hauled to H-POWER for waste-to-energy.

Transfer stations are open to commercial waste haulers and residents. The rules and procedures for residents using City transfer stations are similar to convenience centers.


Keehi Transfer Station
Location: 606 Middle Street, entrance under the H-1 highway near theBus depot.

Waimanalo Gulch Sanitary Landfill

The Landfill is open to commercial waste haulers and residents.  The rules and procedures for residents using the City landfill are similar to convenience centers.

Effective March 20, 2017, the landfill will only accept inert materials (e.g. dirt, rock, sand, gravel, concrete) and dead animals. The landfill does not accept combustible waste, bulky items, tires, auto batteries, appliances or scrap metals. Take these items to a convenience center or transfer station.

Upon entry into the landfill property, residents follow the roadway and stay to the far right in approach of the scale house. Stop at the gate and the scale attendant will ask the resident about the load. Once the load is approved, the scale attendant will direct the resident to drive up to the unloading area. A landfill attendant will be positioned near the unloading area to direct incoming vehicles. Residents should follow similar convenience center safety rules while unloading their vehicles. After unloading, the resident will be directed to exit the landfill via the landfill access road.

To dispose of dead animals:
You must call to schedule a drop-off. Call 668-2985 Ext. 110. Dead animals must be wrapped or covered when coming to the landfill. Wait to unload until equipment operator informs you of the disposal location. You must be able to unload yourself.
