Future Plans

Below are Oahu's solid waste generation rates for calendar year 2017. Although waste to the landfills and H­-POWER is tracked monthly, recycling data is provided by recycling companies, including some businesses that recycle their own waste, that are surveyed annually. (In some cases, where exact amounts are unknown, estimates are used.) Recycling data for 2017 was gathered and compiled during the first half of 2018; updated charts and analysis are posted below. Recycling data for 2018 will be gathered and compiled during the first half of 2019 and posted by mid year.


Oahu’s waste data is presented in two charts:

  1. TOTAL WASTE, which includes Municipal Solid Waste (MSW) and Construction and Demolition (C&D) material, processed through recycling, waste-to-energy or landfilling; and
  2. MUCIPAL SOLID WASTE (MSW) includes everything but C&D material.

Both charts, which present data for the most recent five (5) calendar years (2013-2017), illustrate how Oahu’s waste has been diverted from the landfill at increasing rates through recycling and waste-to-energy.

TOTAL WASTE data is presented in the chart below. For 2017, overall C&D material generation decreased from 2016 data, while the percent of material diverted from the C&D landfill through recycling continued its steady increase. C&D recycling, general material recycling and waste-to-energy combined to divert more than 82% of Oahu's waste from landfills in 2017, an increase of more than 5% from the previous year.

There are two landfills on Oahu: the City’s Waimanalo Gulch Sanitary Landfill (WGSL), which is designated for MSW, and the privately-­owned PVT Landfill, which is permitted for Construction and Demolition (C&D) waste only.

MSW data is presented in the next chart. MSW landfill diversion rates dipped slightly to about 78% in 2017.  This dip was due primarily to major refurbishment projects at H-POWER that required different waste receiving areas of the facility to be closed for several weeks at a time.  During these closures, some waste that would normally go to H-POWER has to be diverted to WGSL.  Because there was less tons delivered to H-POWER in 2017 than in 2016, there was also less ash and residue generated and delivered to WGSL.  Although the H-POWER refurbishment project was completed in early 2018, the City expects landfill diversion rates through recycling and H-POWER to continue their climb in 2018 and 2019.

Recycling data: The City has gathered annual recycling data since 1988 (except for 1989 and 1990). The tables below provide detail of tons recycled by material type. General material recycling on Oahu has increased by more than 500% since 1988 to over 400,000 tons today.  Recycling of construction and demolition (C&D) materials, such as concrete, rock and asphalt, accounts for an additional 800,000+ tons to the recycling rates, for a total of almost 1.2M tons recycled for 2016. While C&D recycling rates tend to fluctuate based on the volume and type of construction projects undertaken from year to year and the market value of the recyclable materials, rates have risen significantly over the past few years.
